Feb 11 2015 minutes.

Motion to approve to amend the contract for Donna Denker & Associates (Certified Public Accountant) not to exceed $6,000. Passed.  The firm is reconciling accounts for Takini School.

 

Motion that the BIE report within fourteen days the seventeen vacancies at Cheyenne Eagle Butte School and what their plan is to get these positions hired by the end of the year.  Passed.

 

Motion to approve the $20,000 set up cost for Northwest Area Schools (VoTech Programs) contract and refer to TERO commission. Passed.  Northwest Area will provide vocational courses for the students their total cost is $82,688 plus the $20,000 set up cost

Motion to for Law Enofrcement employees to receive pay and benefits commensurate with permanent employment. Passed.

Motion to amend the resolution regarding the Criminal Procedures code changing arraignments from three days to three business days.  Passed.

Motion to have the Administration draft a letter explaining the law to Family Dollar Store regarding the selling of over the counter medication and mouth wash and the family dollar Store will remedy the situation within 60 days.

   **The draft resolution does three things 
        1) Council to accept President Obama's offer to open                            negotiations for the issuance of such an executive order.
        2) Legal Department to draft appropriate written notice to the                President within 90 days
        3) Notifies the Lakota Tribes of this notice

1974 Water feasibility study to pipe water into EB. 26 miles.  Money from every agency. Now EB City runs it.  City makes over a million in water sales.  Water by treaty is ours.

Motion to do a resolution to Congress, will read at next months meeting. No Action.

Motion made a motion to raise business licenses fees to non tribal Businesses to $10,000 per year and to have sign on building. Referred to budget cmte. Passed.

Motion that the CRST Asks Mni Washte’ to produce agreement that turned over CRST’s water. CRST to defend tribal members for paying water fees and to sue to recover the fees all these years.  Failed.

Motion to convey CRHA and CRST housing tenants home who lived in their homes more than 25 years and to Refer to Human Services. Passed.

Motion directing the CRST through tribal courts not to be requiring to file a bond and file tribal complaints. Referred to Law & Order Committee. Passed.

Motion to rescind 52-97CR in regards to sovereignty. Referred to Law & Order Cmte. Passed.

Motion to approve resolution (to meet with President Obama regarding a Executive Order to Return all Federal Lands to the 1868 signatory Tribes) and take out the word ‘settlement”

Motion to that tribal council representatives, during a duly called tribal council or comte meeting are not required to be subjected to verbal abuse or personal attacks by the public nor will tribal council be an arena for discriminatory or inflammatory speech that dishonor our tribal chambers an disrupts the decorum of tribal council proceedings and that any person who engages in verbal abuse, personal attacks or discriminatory and inflammatory speech be removed from the proceeding until such a time that they can conduct themselves with decency, propriety and respect for elected leadership. Passed.

Called to Order by Chairman Frazier at 9:50am.

Absent: none.  1 seat vacant.

Vern Traversie Letter presented to Council for hotel and travel to Rapid City for his lawsuit against RC Regional .  Council listen to Vern.
Motion to Refer to the Chairman’s Office PASSED.  Also going to look into Security for Mr Traversie.

CRST Council Consolidates Committees

The first session of Council (New Council) December 2014 meeting, the Council took action to downsize the number of Committees from 20 to 8.  Also, Council voted that each committee will have 8 members 1 from each district 2 from District 4 and District 5.  The quorum needed for official meetings at the committee is five members including the committee chair - similar to Council quorum two thirds of 15.  Council members will now have to be more accountable and attend their assigned meetings.. Otherwise business won't get done.  See below the listings of each committee.  TERO & ABC commissions were selected by the Chairman. Election committee is composed of the newly elected council members. Vets committee is made up of veterans.

Council had quorum on Nov. 4th but recessed because of the Elections.  Special Session on Nov. 17th.
